Well, I've been scannerless for a while, but said something about doing this so I figured I'd give it a try soon as my birthday was over.
This is actually a character I've had in mind to use as a Starcat character for years. You see, shortly after my cat Sassy (The inspiration of Starcats AND Xit) died, we had a routine visitor(Well two visitors if you count Sassy's old friend Maggie, but the way we figured it, Sassy left Maggie her hunting grounds in her will... yes, thats our story and we're sticking to it.): a pure white cat who wandered around the house like they OWNED the place. They were VERY friendly and would rub up to you, but soon as you tried petting them, they ran off. We had no idea what to make of this cat(Not even gender) and due to their color, the whole not-being-able-to-tell-where-they-came-from-or-who-owned-them thing, and the fact that neither of us had seen them before Sassy's death, we nicknamed it Ghostcat. Anyway, Ghostcat only hung around a couple months before vanishing completely, but with a name like that, even if its unofficial, it HAS to be turned into a character.
So far this is what I got. Not too sure how I like it though- does it fit in with the sci-finess of Starcats?
AND I forgot to say, I also love the inspiration behind the character. I've never seen a ghost dog, but I've dreamed about our dogs who have passed, and I believe they had something to do with those dreams
I haven't desided quite yet. Originally it was going to be like with Mumra of Thundercats fame where when the cloak is completely undone, he's at full power. Then I had the thought that he gains and loses mortality/non-corperalness depending on how the clasps are undone so that would make him completely mortal and ordinary.
I'm not sure where to go with this.

I'm sure it'll fit in with the Sci-fi universe of Starcats, with a role as important as a prophet warning our heroes of the coming Verminian invasion or Spot's inevitable slip to the dark side; or, maybe its just an eerie cat with a fancy robe.

Lol. The more I get comments and the more I think him over, the more he's starting to seem like an 80's action character. I think your suggestion adds a little of He-Man's Sorceress to the mix.
